EAC Vote-on-Account for the first quarter of the financial year 2020/2021 approved by the House.

This Wednesday, the East African Legislative assembly had a plenary session to consider and approve a Vote-on-Account for Financial Year 2020/2021.
In his tweet after the approval, the EAC General Secretary, Amb. Liberat Mfumukeko said that operations are back in full speed.
“The East African Legislative Assembly (EALA) Plenary Approves Vote-on-Account for the first quarter of financial year 2020/2021. Our operations are back in full speed.”
The Vote on Account is a special provision given to the governments to obtain the vote of Parliament to withdraw money when the budget for the new financial year is not released.
Section 6 of the EAC Budget Act, 2008, provides that the Assembly may approve a vote-on-account in every financial year to enable normal operations of the Community in the first quarter of the new financial year and before the approval of the budget. The section specifies that the vote-on-account shall not exceed one-third of the total budget of the Community or of any of its Institutions.
In June 2020, the East African Legislative Assembly unanimously stayed a request by the EAC Council of Ministers to approve a Vote on Account of USD 29,402,292, to support the normal operations of the EAC, as it awaited the tabling of proposals of budget estimates by the Council of Ministers.
Consequently, the Speaker, Rt Hon Ngoga Martin, upon request by the House agreed to invoke section 12 of the EAC Budget 2008, to extend the period for consideration of the EAC Budget for Financial Year 2020/2021.
The need to identify alternative sustainable financing mechanisms for the community has been in consideration for several years now.
The EAC's annual budget amounts to approximately $111 million, of which the Secretariat gets at least 50 percent to finance its operations. Under the EAC’s rules, each member state is required to contribute $8.4m every year towards the bloc’s operating budget.

The first term will go from 07/09/2020 to 24/12/2020, and the second term from 04/01/2021 to 02/04/2021 while the last term will be from 12/04/2021 to 02/07/2021.
